DECREE 161/2026/ND-CP: INCREASE IN STATUTORY PAY RATE FROM 01 JULY 2026 AND RELATED IMPACTS

Recently, the Government issued Decree No. 161/2026/ND-CP prescribing the statutory pay rate and bonus regime applicable to cadres, civil servants, public employees and the armed forces. This Decree will officially take effect from 01 July 2026. A notable point of the Decree is the adjustment of the statutory pay rate from VND 2,340,000/month to VND 2,530,000/month.

Although the Decree directly regulates the salary regime for the public sector, the increase in the statutory pay rate may still have indirect implications that enterprises and employees should note, particularly in relation to the maximum salary used as the basis for payment of social insurance premiums and certain regimes determined based on the statutory pay rate.
