NOTIFICATION ON THE REGISTRATION OF ELECTRONIC IDENTIFICATION FOR FOREIGN NATIONALS

Pursuant to Decree No. 69/2024/NĐ-CP dated June 25, 2024, issued by the Government on electronic identification and authentication, W&A respectfully provides the following updated information to our Clients regarding the process for registering a Level 2 electronic identification account for foreigners residing in Vietnam, specifically in Ho Chi Minh City:

I. Registration of Electronic Identification Account for Foreigners

Foreigners who are lawfully residing in Vietnam may now register for a Level 2 electronic identification (e-ID) account at immigration authorities under the Ministry of Public Security. In Ho Chi Minh City, the registration is carried out at:

  • Responsible Authority: Ho Chi Minh City Immigration Department

  • Address: 196 Nguyen Thi Minh Khai Street, Xuan Hoa Ward, Ho Chi Minh City

1. Required Documents:

  • Original and valid passport or international travel document;

  • Valid temporary or permanent residence card;

  • Mobile number registered under the foreigner’s name (can be verified by texting TTTB [Passport number] to 1414);

  • Personal email address currently in use.

2. If no registered mobile number is available:

Foreigners may obtain a SIM card registered under their name at mobile service providers such as Viettel, Mobifone, etc., by presenting their passport.

II. Registration Procedure at the Immigration Department

  1. Portrait photo capture: Get a queue number at the photo area (fee: approx. VND 30,000/person)

    • This applies to individuals who do not yet have a photo or whose photo does not meet requirements.

    • If a photo (white background, soft file) is already available, proceed to the desk on the right, scan the QR code to send the image via Zalo, and present your passport to the officer for data entry.

  2. Queue number for application submission: Register at Counter No. 0 (located at the end of the hallway)

    • This number is for submission of documents and fingerprint collection.

    • The foreigner must be present in person to receive a queue number.

    • Queue numbers are limited each day.

  3. Basic information form: Fill out temporary residence address, registered phone number, and email on the registration slip.

  4. Data entry: The officer will enter the information into the system, collect fingerprints, take a photo (if needed), and print Form TK01.

  5. Information confirmation: The foreigner checks and signs the printed form.

  6. Result delivery: Notifications will be sent to the registered mobile number or email.

  7. Processing time: 3 to 7 working days.

III. In Case the Legal Representative of a Company is a Foreigner Without a Temporary Residence Card

An enterprise can only complete its own e-ID registration once its legal representative (as an individual) has successfully registered for an e-ID account. If the foreign legal representative has not yet been issued a Temporary Residence Card, the company may consider the following interim solutions:

1. Appoint an additional legal representative who is a Vietnamese national holding a management position in the company.

  • Register the enterprise's electronic identification using the Vietnamese representative’s VNeID account.

  • Once the foreign legal representative obtains a temporary residence card, proceed with their personal e-ID registration and add them as a member to the enterprise's e-ID account.

  • If necessary, complete procedures to remove the Vietnamese representative from the business registration records.

2. Expedite the application process for issuance of a Temporary Residence Card to the foreigner.

IV. Additional Notes

  • From July 1, 2025 to August 19, 2025, the Ministry of Public Security is organizing an intensive 50-day campaign to implement Level 2 e-ID registration nationwide for foreigners.

  • A Level 2 e-ID not only supports administrative procedures but also allows integration with various digital services such as banking verification, rental agreements, access to public services, and more via the VNeID application.

  • The e-ID issuance process is handled by the Immigration Department and the Department of Administrative Management of Social Order under the Ministry of Public Security.
