DECREE NO. 69/2024/ND-CP: REGISTERING AN ELECTRONIC IDENTIFICATION ACCOUNT FOR ENTERPRISES AND ORGANIZATIONS.

According to Decree No. 69/2024/ND-CP, from July 1, 2025, all transactions of businesses and organizations (hereinafter referred to as “enterprises”) must be conducted via an enterprise electronic identification account. This means that organizations and enterprises will only be allowed to use the VNeID electronic identification account issued by the Ministry of Public Security to operate on the National Public Service Portal, as well as other information systems handling administrative procedures at both the ministerial and provincial levels.

What is Electronic Identification Account Registration?

This functions like a “citizen identity card” for identifying enterprises. Electronic identification supports competent authorities in managing, monitoring, and supervising enterprise activities more strictly. Storing and integrating information within the electronic ID account ensures transparency, data security, and effective management in the national electronic identification and authentication system. It helps reduce corruption and enables the creation of appropriate tax policies for enterprises.

According to Article 6 of Decree No. 69/2024/ND-CP, the basic information of an enterprise includes:

  • Enterprise identification number

  • Enterprise name

  • Date of establishment

  • Head office address

  • Enterprise registration number

  • Tax code

  • Electronic identification code

According to Article 17 of Decree No. 69/2024/ND-CP, all information related to electronic identity and other integrated data will be permanently stored in the national identification and authentication system. Additionally, all access history to the electronic ID account will also be stored in the system for a minimum period of 5 years from the time of access. Account holders have the right to look up and retrieve information related to their access history. At the same time, the managing agency of the electronic identification and authentication system is authorized to use this data for state management purposes. Any other use of this information must comply with legal regulations.

Benefits of Registering an Electronic Identification Account for Enterprises and Organizations:

  • Helps businesses save time and reduce costs when carrying out administrative procedures, as all necessary information is already integrated into a single electronic identification account on the national system.

  • Enables quick and convenient access to online public services, thereby improving operational efficiency and the ability to respond promptly to relevant information.

In Case an Enterprise or Organization Fails to Register an Electronic Identification Account:

  • Unable to submit applications for administrative procedures or perform essential operations such as tax declarations, registration for public services, ...

  • Faces difficulties in accessing useful information, which can hinder and disrupt business activities.

  • Other potential obstacles may arise, negatively affecting the progress and overall efficiency of the enterprise’s operations.

Penalties for Not Registering an Electronic ID Account:

Currently, the law does not stipulate penalties for failure to register an electronic ID account for enterprises. However, according to Clause 4, Article 40 of Decree 69/2024/ND-CP, accounts issued by the National Public Service Portal or ministerial/provincial administrative procedure information systems will only be valid until June 30, 2025.

This implies that from July 1, 2025, such accounts will no longer be valid, and enterprises will be required to use the VNeID electronic ID account to carry out administrative procedures.

Required Documents for Registrants:

  • Chip-based Citizen ID Card

  • VNeID account – level 2

  • Authorization letter (if acting through an authorized representative)

How to Register Online:

Perform on the VNeID app using the following steps:

1.      Log in with Level 2 ID account

2.      Select “Organizational ID” => “Register”

3.      Fill in all required information

4.      Authenticate via fingerprint/face

5.      Submit the request and await approval
